Systems to develop quality programs ultimately support young children in learning and in life. To support these early childhood systems, the federal Head Start offices implemented Collaboration Projects in 1990. Nebraska was one of the first 12 states to pilot a Project and by 1998 all 50 states and two provinces had established State Collaboration Offices. Each governor designates the location of the "HSSCO" within state government or other statewide entity.

Nebraska Lifespan Respite 301 Centennial Mall South, Lincoln, Nebraska 68509 Respite provides temporary relief for family caregivers from the ongoing responsibility of caring for an individual of any age with special needs. Family caregivers often do not know how, nor do they want, to ask for help. The Department of Health and Human Services coordinates with organizations in six local networks statewide to improve awareness of respite resources. Network partners assist families, advocates and employers in accessing funding and respite provider support.
